Weather Warfare, HAARP, and the Treaty We Buried

Have you entered into the treasures of the snow? Or have you seen the treasures of the hail, which I have reserved against the time of trouble, against the day of battle and war?”

The Bible says God stores up hail for war.

But man has tried to claim the sky for himself.

We often think of warfare as bullets and bombs—but in 1977, the United States signed a treaty admitting something few even knew was possible:

Weather manipulation as a weapon.

It wasn’t just theory.

It had already been used—in the Vietnam War.

And here’s the part no one stops to consider:

If we had weather control technology back then… during Vietnam…

just imagine what exists now.

Operation Popeye: The Rain That Never Stopped

Between 1967 and 1972, the U.S. military carried out Operation Popeye, a classified program that seeded clouds over Southeast Asia.

Their objective?

Extend the monsoon season to turn roads into rivers and slow down enemy movement along the Ho Chi Minh trail.

Their slogan?

“Make mud, not war.”

It worked.

The rain didn’t stop.

And the war effort shifted.

When the operation was exposed, global outrage followed. And in 1977, the ENMOD Treaty (Environmental Modification Convention) was signed—banning environmental manipulation “for hostile purposes.”

But technology doesn’t disappear.

It evolves.

Enter HAARP: Controlling the Skies with Frequency

The High-Frequency Active Auroral Research Program (HAARP) was launched in Alaska in the 1990s.

On paper, it’s a research facility.

In reality, it’s a lightning rod for speculation—and for good reason.

HAARP sends massive bursts of radio frequency into the upper atmosphere, heating the ionosphere and potentially altering:

• Jet streams

• Weather patterns

• Satellite communications

• Even seismic activity

Declassified Air Force documents in the ’90s admitted:

“Weather modification will become a part of domestic and international security… with potential offensive applications.”

So let’s ask the obvious question:

If cloud-seeding in the 1960s could flood an entire warzone…

If we admitted that decades ago…

What capabilities are we not admitting now?

Weather, Judgment, and the Return of the Days of Noah

Jesus said the last days would resemble the days of Noah (Matthew 24:37).

And in Noah’s day, it wasn’t just moral decay that marked the times—it was unnatural judgment from above.

In Revelation, we’re told it will happen again:

• Hailstones of 100 pounds (Revelation 16:21)

• Fire and blood raining from heaven (Revelation 8:7)

• Darkness across sun, moon, and stars (Revelation 8:12)

Satan doesn’t create.

He mimics.

And weather control is a counterfeit—man’s attempt to seize God’s authority over the heavens.

But God doesn’t need technology to shake the sky.

He speaks—and the storm answers.

Why This Matters Now

You weren’t supposed to know about Operation Popeye.

And now you’re not supposed to question heat waves, wildfires, floods, and freak storms.

But when you remember what they could do in 1970…

and watch what’s happening in 2025…

It’s hard not to wonder:

Are these “natural disasters”?

Or warnings of something darker?

A hidden war in the sky?

God controls the clouds.

But man still thinks he can rewrite the weather.

He tried it in Vietnam. He’s refining it now.

And one day soon, the skies will answer back.
